Graeme represented the Council defending refusal of planning permission for two alternative schemes for new housing in the grounds of a Grade II* listed stately home in the Green Belt – one scheme within the separately listed walled garden. The six-day Inquiry involved calling and cross-examining expert heritage, landscape, highways, planning witnesses. The planning case involved complex issues on claimed NPPF para 149-150 exceptions, (including a claimed fall-back position involving re-use of existing buildings and whether buildings in the walled garden would be materially larger than existing educational buildings).
The walled garden scheme was refused, the other was granted permission – June 2022.
