Today and tomorrow, the High Court will consider the effect of foot-and-mouth on the acquisition of public rights of way under the Highways Act 1980.
The Ramblers’ Association challenges a decision of an Inspector to refuse to confirm an order creating new rights of way, on account of a four-month period in which the public ceased to use the ways during the foot-and-mouth outbreak.
