Leon Glenister’s Independent Review report on EHC Needs Assessments at Hertfordshire County Council published

Hertfordshire County Council has published the report of Leon Glenister, which follows an Independent Review into its processes relating to Education, Health and Care Needs Assessments (EHCNAs).

Following judgment of David Lock KC sitting as a Deputy High Court Judge in W v Hertfordshire County Council [2023] EWHC 3138 (Admin), the parties settled the claim agreeing that an independent review be carried out into the EHCNA process at the Council. The parties agreed that Leon Glenister be appointed to carry out the review in April.

Following a detailed investigation, Leon’s report has now been published by the Council, making 17 recommendations.
