A Planning Inspector has allowed an appeal and granted planning permission for 170 new homes, together with a country park and outdoor sports pitch, on a site lying outside settlement boundaries in Broadland, Norfolk. The Inspector found that although the proposed development conflicted with the development plan, there were significant benefits to the scheme, concluding that: “On a straightforward development plan balance, I am firmly of the view that the provision of the benefits I have described above are significant material considerations which, in this instance, outweigh the development plan conflict.” The Inspector found that this was the case whether or not the local authority could demonstrate a five-year housing land supply.
