Public hearings for the Iraq Fatality Investigations, chaired by Dame Anne Rafferty, start today. The Iraq Fatality Investigations are an Article 2 inquiry into civilian deaths in Iraq involving British forces. These public hearings concern the deaths of three Iraqi civilians in Basra in May 2003, and will hear evidence concerning an alleged practice of “wetting” civilians by placing them in bodies of water as a law and order mechanism in the immediate aftermath of the Iraq War.
